Technology Voucher Program
TVP is established by the Hong Kong government's Innovation and Technology Fund with an initial allocation of 500 million Hong Kong dollars.
Its main purpose is to financially support small and medium enterprises (SMEs) in enhancing their competitiveness through the use of technology services and solutions.
Program Development:
- Launched in November 2016.
- Integrated into the Innovation and Technology Fund in March 2019.
- Funding increased from HKD 200,000 to HKD 400,000.
- In April 2020, application limit raised to HKD 600,000, with a funding ratio of 75%.
- Over 1,000 projects approved by March 2019, totaling over HKD 100 million.
Eligibility Criteria:
- Open to businesses and organizations (excluding listed companies) re gistered in Hong Kong.
- Expanded eligibility in February 2019 to include charities and non-profit organizations.
- Must have substantial business operations related to the project in Hong Kong.
Funding Details:
- Matching model with a 3:1 ratio, providing a maximum of HKD 600,000.
- Applicants must contribute at least 25% of the approved project cost in cash.
- Funding is provided as a reimbursement, not exceeding 75% of the actual project cost.
- Maximum of six approved projects per eligible applicant.
Supported Project Categories:
- Detailed list includes website development, SEO optimization, e-commerce systems, CRM, inventory management, electronic reservation systems, mobile applications, data analysis, POS systems, and more.
Application Requirements:
- Documents include business registration, proof of recent operational activities in Hong Kong, identity proof of the applicant, signed integrity and non-collusion confirmation, and submitted quotations.
Evaluation Criteria:
- Considerations include the relevance of the proposed project to the applicant's business, budget feasibility, and reasonable implementation details.
- Evaluation also checks for any adverse records of consultants or service providers.
Application Process:
- Pre-submission involves verifying documents, checking quotations, and drafting a project proposal.
- Post-submission includes responding to queries, scheduling contract signing, project completion with auditing, and assistance in final reporting.
